Lutheran Disaster Response (LRR), a program of Lutheran Social Services of North Dakota (LSS), was activated due to the devastating winter blizzards and spring flooding of 1996-97. Through important services such as volunteer coordination, case management, and construction, Lutheran Disaster Response has actively worked in the Red River Valley since March 1997. With the primary focus of safe, sanitary and secure having been accomplished, Lutheran Disaster Response officially transitioned into Lutheran Rural Response July 1, 1999.
LRR/LSS recognized the need to broaden the focus of services throughout the state based on the cascading effects of the 1997, 1998, 1999, 2000, and 2001 disasters (ground saturation, excessive moisture, crop disease, low prices, etc). Many individuals and families have been re-victimized as the rural crisis continues.

of North Dakota.
In response to the rural crisis, Lutheran Rural Response is currently assessing needs and developing innovative services which effectively reach out to the affected population. Currently these services include Food Assistance, Resource Connection and community building through the Powerhouse of Potential.

Lutheran Disaster Response is a cooperative ministry of the Evangelical Lutheran Church in America (ELCA) and The Lutheran Church-Missouri Synod (LCMS). Formed to respond to domestic disasters, ELCA Domestic Disaster and the LCMS World Relief contribute resources and volunteers to help all people in critical and long term need.
